Programme SummaryCommunication StrategiesThe youth identified and deliberated on 10 issues that confront the society of Bihar today. The persistence of Child Labour, and the image of Bihar as a cheap source state for migrant labourers was a major concern. The Charter, among other things, urges the Government and people of Bihar to treat every working child as a "priority attention citizen". Development IssuesYouth, Political Development, Rights, Women,Community Building. Key PointsThe Patna Charter unanimously passed by the assembly, among other things demanded, a society that is human rights centered, suitable amendments to the rules and regulations of the state in accordance with CRC and CEDAW, all out efforts in achieving the health goals, speeding up of Panchayat elections in the state and implemention of education guarantee schemes. The charter concludes "In order to achieve this we declare ourselves as the voice and champions of all women and children at risk in Bihar and dedicate ourselves to the building of a new Bihar."The Assembly was inaugurated by the Union Minister of State for Human Resource Development, Syed Shanawas Hussein, himself a youth leader .
