A meeting focusing on television violence and its impact on children in India was held by UNESCO and UNICEF on 5 December 1998 in New Delhi. The meeting, which attracted a wide spectrum of audience including media, NGOs, psychologists and parents, was based on a UNESCO commissioned study conducted by the Delhi-based Centre for Advocacy and Research.

The study on which this hearing was based found that psychopathic behaviour constitutes between 26% and 50% of programming on a give day on a specific channel , with over 50% of the violence being graphic in nature. Child counselors and psychologists described case studies in which children had developed phobias and behavioral disorders due to viewing certain television shows. Parents expressed their concerns about not being able to regulate the kind of programmes their children view. The hearing was the first time the Mumbia-based film and television industry were being sensitised to the possible impacts of their programming.
