ARTICLE 19 Freedom of Expression Virtual Handbook


Summary

This is an online legal guide to international and comparative standards on the right to freedom of expression. It is offered by ARTICLE 19, a United Kingdom (UK)-based organisation that monitors, researches, publishes, lobbies, campaigns, sets standards, and litigates on behalf of freedom of expression wherever it is threatened. The Handbook consists of two parts:

  • A searchable database containing summaries freedom of expression decisions from international courts and dispute settlement mechanisms, as well as selected jurisprudence from national courts which supports a progressive interpretation of the right. The database also contains ARTICLE 19's standard-setting publications - for example, in the areas of national security, defamation, access to information, and broadcasting - and a series of regional and thematic papers.
  • A virtual edition of the ARTICLE 19 Freedom of Expression Manual, 2006 (214 pages in PDF format). The second edition is under preparation as of this writing, but the first edition (1993) may be downloaded here (302 pages in PDF format). ARTICLE 19 also directs interested readers to The Central Asian Pocketbook on Freedom of Expression, which "presents a concise but comprehensive overview of international law and standards on freedom of expression."
