Programme Summary

The Centro Civitas is the centre of an alliance of organisations working with communication media on social and human rights issues through monitoring information transparency, gender and ethnic discrimination, and the situation of young children and adolescents. It was formed by the Institute of Interethnic studies (Instituto de Estudios Interétnicos) of the University of San Carlos (Universidad de San Carlos de Guatemala (USAC) and the Institute of Linguistics and Education (el Instituto de Lingüística y Educación) and the Centre of Humanistic Studies for Society and the Person (el Centro de Estudios Humanísticos para la Sociedad y la Persona), both of the University Rafael Landivar (URL). Its areas of work include: communication, culture, and development.

Its permanent projects include:

  1. Observatorio Latinoamericano de Medios de Comunicación Social (Latin American Observatory of Social Communicaiton Media)
  2. Observatorio para la Eliminación del Racismo y la Discriminación Etnica (Observatory for the Elimination of Racism and Ethnic Discrimination)
  3. CANEK Cultural Observatory
  4. La Nana - A programme that disseminates articles on children and adolescents and reports on media coverage about children and adolescents.
  5. Permanent Program for Journalist of the Provinces - A programme of workshops for journalists.
  6. Women and the Press Observatory - A programme of monitoring gender in journalism.
  7. A newspaper, Sala de Redacción (The Editing Room), on journalism issues.
  8. Infocentres for journalists in various rural provinces.

Communication Strategies

The Centro Civitas alliance seeks to monitor media through analysing publications for transparency, gender bias, and racism. It works on quality of reporting on children, builds capacity of information sources and  journalists, provides resources for journalists in more remote areas, including providing internet access, and supports communication media through the publication of a newsletter. It works within the networks of Agência de Notícias dos Direitos da Infância (ANDI).

The functions of its projects are as follows:

  • Observatorio Latinoamericano de Medios de Comunicación Social (Latin American Observatory of Social Communication Media) - a project of media transparency analysis with headquarters in the University Rafael Landivar.
  • Observatorio para la Eliminación del Racismo y la Discriminación Etnica (Observatory for the Elimination of Racism and Ethnic Discrimination) - a project of news analysis and dialogue and reflection with journalists, information sources, teachers, and university students at the Centro Civitas.
  • CANEK Cultural Observatory - serves as a cultural observatory to combat the degradation of the critical nucleus of cultures in Central America through fostering communication and cooperation among the diverse cultures oriented towards the elimination of racism and ethnic discrimination in Guatemala.
  • La Nana, La Agencia de Noticias A Favor de la Niñez y la Adolescencia (The Agency of News in Favour of Childhood and Adolescence) - La Nana provides a daily service reprinting articles published in large communication media on children and adolescents and writes an annual report on the treatment of young people in the press. It also creates workshops for the training of journalists, people who are information sources, and students on the topic of children and adolescents. It works to build capacities in social communication.
  • Programa Permanente de Atención a Periodistas Departamentales (Permanent Programme Attending to Journalists of the Provinces) - This programme gives workshops on capacity building and dialogue; records indices of intimidation of journalists and violations of their rights, including free expression, and labour conditions; and provides free internet access through "infocentres" for journalists in the departments (provinces) of Amatitlán, Sololá, Huehuetenango, Chiquimula, Salamá, Zacapa, Mazatenango, and Cobán.
  • Observatorio Mujer y Medios (Observatory of Women and the Media) - The principle functions of this organisation are to observe the representation of women in the larger media, to contribute to the capacity of women as information sources, and to work for better access for women's voices in the public space. The organisation has produced a report on media monitoring for women's issues, published four academic research papers on their investigations, developed more than 6 workshops on journalism and gender, and developed a virtual course with the University of San Carlos on gender for journalists.
  • A newspaper - Sala de redacción (The Editing Room) - This publication is focused on the social action functions of journalism, encouraging transparency in the media, opening a space for communication, and providing tools to help journalists. There have been (as of May 2009) 67 issues published, an internet portal created, 25 workshops, dialogues, fora, and conversation sessions held in conjunction with the University of San Carlos, and a report of censored themes in social communication published.
  • Information centres for journalism departments - Infocentres as internet hubs (as previously mentioned.)

Key Points

In 2002, a group of journalists created the Asociación para el Desarrollo, Organización, Servicios y Estudios Socioeconómicos (Association for Development, Organisation, Service, and Socioeconomic Studies) which worked until 2007 to develop, among other functions, support mechanisms to study and analyse communication media, to build capacity of sources and journalists, and to participate in the structuring of media regulatory frameworks. In 2008, the organisation expanded to include the observatories, newspaper, and electronic portals in its mission.
