Overview:
The Africa Regional Desk of Ipas's Programs Unit seeks a Program Associate to support, coordinate and manage the flow of donor documents, program funding and expenditure, and communication of program results of the Ipas Africa Alliance.  This position is part of the Programs Unit which supports country programs and works closely with the Development and Finance Units.  The Program Associate is supervised by the Regional Director.

Responsibilities:

PROGRAM Development:  Work with the Alliance leadership, staff and technical units to conceptualize and develop new program concepts and strategies through the use of project planning tools in preparation for proposals to donors.

WRITING AND REPORTING: In coordination with the Alliance leadership and/or Project Managers, support the development of donor proposals and reports, and other country-related documents, including grant agreements, contracts, disbursement schedules, project timelines, project budgets, project work plans, monthly reports and financial and narrative reporting schedules. Provide information on country achievements and lessons learned that can be disseminated to a variety of audiences, both internal and external to the agency. Support positive donor relationships by responding promptly and professionally to requests for information and address the needs and interests of donors.

BUDGET PLANNING AND EXPENDITURE MONITORING:  In coordination with the Alliance leadership, Finance Manager and/or Project Managers, plan, track and manage team budgets, including: preparing annual budget grids; reviewing coding of expenses and monthly finance reports; addressing budget discrepancies; revising annual budget grids; liaising with the Finance Unit for executing fund transfer requests; overseeing consultant payments and other payment requests, and; supporting the implementation of SOPs. Planning and tracking of Euro donor budgets and expenditures.

ADMINISTRATIVE SUPPORT: Assist the Alliance leadership and team in management of the country programs by providing support and technical assistance, including but not limited to, taking responsibility for tracking unit deadlines; entering information and updating organizational databases and managing contact databases as appropriate. Supervise sending of courier packages, mail, and collecting timesheets; scheduling meetings with TUs and taking meeting minutes; facilitating travel arrangements as needed, including: visas, travel documents and materials.  Support the management and  tracking of  reports, proposals, and correspondence to donors, partners, and the Board.  Update and maintain the electronic and hard files of documents for the Africa Alliance.

Requirements:

  • Bachelors' degree, advance degree in relevant discipline preferred;
  • 4+ years program development experience;
  • Expertise in writing proposals and program documentation, familiarity with bilateral donors a plus;
  • Expertise in budget management and tracking;
  • Strong interpersonal and communications skills;
  • Ability to work independently as well as member of teams;
  • Demonstrated computer expertise;
  • Excellent written and verbal skills in English;
  • Cross cultural / second language skills preferred, and;
  • Ability to travel to Africa (approximately 25%)
