 Project Overview

Pact is recruiting for a Chief of Party (COP) for an upcoming project anticipated through the USAID-funded Human Rights Support mechanism, entitled Expanding Access to Justice (EAJ). EAJ seeks to achieve the goal of improved access to justice and mechanisms that address grievances throughout Somalia and/or Somaliland through the following three objectives: (1) Enhanced quality and reach of legal aid services; (2) Increased capacity and sustainability of legal aid organizations which enable them to undertake actions on behalf of their clients; and (3) Improved public access to legal information through research, analysis and policy interventions. Underpinning EAJ is an affirmative mandate to empower women and vulnerable groups at the community level to navigate the pluralistic legal context and provide realistic options, including individual rights‐based solutions and remedies, which over time will contribute towards greater peace and stability in Somalia.

Position Purpose

The COP will provide technical leadership and operational oversight for the project and will serve as the primary liaison with USAID and relevant project stakeholders. This position is contingent upon award.

Key Responsibilities

  • Ensure high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements.
  • Participate in the technical and programmatic design of award and partner programs; represent Pact in negotiating with donors and partners.
  • Manage all project planning responsibilities, including the production of annual workplans; guide and oversee the alignment of the budget to expected results, as well as review and approve annual budgets and quarterly reports.
  • Ensure the cost-effective use of Pact resources.
  • Ensure compliance with Pact HQ and USAID requirements, policies, and regulations
  • Act as a liaison to relevant donors and government officials.
  • As relevant, manage all local grantmaking mechanisms, ensuring compliance with donor regulations and Pact policies; coordinate and/or conduct monitoring visits to grantee programs.
  • Recruit and directly supervise local project staff in line with Pact human resource (HR) policies; oversee the management and development of project office HR to ensure a diverse, skilled, and productive. workforce, an effective leadership team, and an organizational culture where Pact’s values are practiced

Basic Requirements

  • Minimum ten (10) years of experience working on democracy and governance programming in developing countries, with experience in rule of law, civil society, institutional development or directly related technical areas;
  • Minimum seven (7) years of progressively responsible management experience, including administering donor‐funded programs, preferably in Sub‐Saharan Africa;
  • Excellent management and organizational skills; must be able to manage and coordinate multiple tasks; able to recruit, motivate and retain multidisciplinary, multicultural staff;
  • Demonstrated capacity to develop solid working relationships with senior and local government officials, non‐governmental institutions, and coordination with other
  • Exceptional project management, personnel management and interpersonal skills are required. Demonstrated record of success in politically sensitive environments;
  • Strong oral and written communication skills in English, including evidence of quality report writing and presentations. Demonstrated ability to develop and communicate a
  • vision among diverse partners and meet deadlines with quality products; and
  • Appropriate and relevant university degree.
